There have been cases in the past where Riot staff have recommended submitting a support ticket in order to report a player outside of the in-game system. I know the person was probably bluffing, but as a precaution, I changed my password and blocked the player. I don’t know how to report this kind of behavior, and I think there should be a more accessible way to report someone for behavior/actions outside of game.
